No, not been removed, you are thinking of the rear diffuser from 2011 that was banned for the 2012 season.
Red Bull have been blocking or unblocking the holes for different races but have improved the system big time for Valencia.

I thought the fia changed a ruling after Monaco as some were saying that's why webber won due to them having the holes in the floor which were subsequently banned?

Correct, it's a Z3 2​0​0​2​ ​B​M​W​ ​Z​3​ ​D​u​e​s​e​n​ ​B​a​y​e​r​n​ ​M​y​s​t​a​r​ 3.0i (whatever the hell that is!). It looks more familiar on the inside!

The rear light cluster reminds me a bit of a rover 3500 (think that's the right number going from memory 26+ years ago!) My grandfather used to have one which thinking back now was a nice motor back then but then I was less than 10
