Are you sure it’s that dead Shelly?. What about getting a quote from an engine rebuild specialist. It sounds like it’s beyond what your garage can/would want to do. Remember most garages want to work on fast throughput, they don’t want anything taking up ramp space for long periods.
Dropping a new engine in is the quick/simple answer for them.

I think he's fobbing you off. He doesn't want to do any work on it so maybe exagerating the damage.
He’s being honest. Quite a lot of garages that do MOT’s get enough of a return doing that, he would be out of pocket sorting that engine vs the easier work doing MOT’s.
In my opinion here the internal damage cost is unknown and you won’t know till you’ve spent a few hours pulling it apart. In this case I would source a replacement engine from a scrapped car and pay for it to be swapped out.
these engines are known to wear sprockets and chain stretch, combination of age and not enough regular oil changes.
