It looks as though the pulley is bent from your photo, I definitely wouldn't even start it like that.

The fan coupling is held on with a 32MM nut which has a LH thread, you need to somehow jam the pulley and give the spanner a sharp tap in the clockwise direction. There are tools for holding it but I have always manged to jam it with a large screwdriver.
Yours does look a bit corroded.
You will need to remove the shroud with the fan but that is just two plastic fasteners at the top.
