Just as a "by the way" if your car has electric motor up/down adjustment you can make big adjustment by removing the motor from the rear of the lamp unit and physically screwing the motor's rod in or out depending on which you need, thus leaving the limited motor travel for fine adjustment.

Another thing to check is that the reflectors are still attached to the adjusting screws and that they haven't been over adjusted and popped off the ball joints on the ends of the adjusting screws. You may need to remove the light units to make sure. If you pull the rubber boots off the back of the bulb fitting you may be able to tell if the reflector is secure or not.
