Good evening can somebody help me please 🙏 I’ve applied for a certificate of conformity which I’ve got and sent it to TFL and they rejected it because on the certificate the Hc and Nox is oooo and the particulates is 00000 I emailed back to BMW and they said at the time it was manufactured the testing method did not include the full emissions collection as it was not a legal requirement does anyone know what the next step is please 🙏 my car is a 2000 z3 3.0 litre London based

Unfortunately strictly speaking TFL hold all the cards here so for petrol as that's what we're talking about if TFL were only sticking rigid to the Euro 4 limits with no single vehicle exemption then no zed 3 would be ok as Euro 4 is around 2006 on even Euro 3 is 2001 on.

So as you know certain early cars can get an exemption if clean enough

Now i know there are 2.2 and 3.0 zeds with exemptions now if they are refusing yours i may know why
I have done mot on 2 different customers in different depot ( each more than once) so know both cars
One is a 2000 3.0
The other is a 2001 3.0 model

There is a big difference between them and that is the exhaust.
The early car has the same exhaust as my 2.8 tu so something like this with 2 underneath cats and single pipe into rear box

Then the later one has 4 cats primary and secondary and twin pipes into rear box

Now i am going to imagine these are the ones with the exemption for it .

If yours is the later style it may be worth trying to find other 3.0 owners to use as a precedent set.
But need to make sure yours is the later one or it probably doesn't run clean enough.

Does the ulez exemption need a certificate from vehicle manufacturer or could a recent mot emissions test result be used if readings are low enough?

Mot no good as far as i know
Pretty sure it has to be the manufacturer official data for that engine when made as this was what its tax band etc came from.

Looking at other threads on this subject, is it not the case that you need to get the DVLA to update your V5 with the data? Other people with 3.0’s on here have managed to sort this, so don’t give up.

Interesting. It’s not occurred to me that European cities will be ulez. I’m toying with taking my Z for a tottle in Europe so how would I go about getting compliance?

I know that Zs from 1999 are euro 4, I don't know what others are but you should be OK if you keep out of the centre of major cities. I got that sticker last year when I was planning to go through Munich. I am not sure if it was neccessary, just being cautious.
