As an mot tester from daily experience I would have to say there's an argument for both camps.
A high mileage car is not necessarily worn out if it has been well maintained and has done regular mileage at a regular period that stops corrosion forming on things like discs wheel bearing and exhausts but like said already components will suffer from some wear inevitably
On the other hand a low mileage car has sat about a lot and corrosion bills up due to condensation building up on components and causing corrosion within the component because of lack of use.
A low mileage car that's spent it's life in a warm dry garage would more than likely be a fantastic car but that same low mileage car that's spent it's life in a driveway I would expect to see more inset corrosion to it generally and under those conditions a high mileage well maintained vehicle could easily be in better condition.
If you are going out to buy a car that is known to be generally reliable and mechanically sound then condition has to be the one .
My last car bought at 5yr old with 115k on clock sold at 12yr old with 322k on clocks current car bought at 9 yr old with 142k on clock it is now 15 yr old and has 293k on it and still going strong.
But I would say at 293k undeniably shows evidence of it got lacquer peel to front bonnet, roof ,boot and 'a' pillar and have some gremlins in the courtesy lights but bar that still great came from Scotland to Grimsby on Friday still average 52 mpg to get here.
Engine and box original and never opened ( clutch and flywheel change at 226k still on original exhaust, wheel bearings 3 out of 4 springs original still have original front caliper ( rear changed) so for me if the particular model is generally reliable then condition has to be right up there.
Possibly even more so than miles on clocks .
