Mike, the manufacturer manufactured the boot rack for the OEM BMW suitcase (which I have) and if you want to use the said suitcase, that is the way you have to attache/mount the boot/trunk rack on your boot/trunk to be able to use said suitcase the way the manufacturer intended.
On the other hand, if you do not have said suitcase, it does not matter one iota which way you attache/mount the boot/trunk rack if you are only transporting sheep and pumpkins.......:whistle:

Because the case locks itself to the rack, if fitted back to front, you would need to detach from the side or lean over the case

As a non boot rack owner I have following comments:
1) As I know the Germans and their care for safety , I accept the position with the lip to the front: in case of a strong impact (accident, not just a sudden brake!), the suitcase will blow the heads of the passengers! In case they wear helmets, anyway will broke their necks!
2) When you range the suitcase on the boot rack, if the lips is oriented to the back, will protect the suitcase from slipping and damage the paint while you try to attach the suitcase to the boot rack!
So I'm a fifty- fifty supporter........:)

As so many owners have hoops installed I argue that the case taking off a head would not occur in cars so equipped. All others use at your dis creation and take your chances. This only applies to cars with suitcases not those with sheep! JIM
 
From another non rack owner, I would say as long as the suitcase is securely fixed to the rack it won't come off whichever way the rack is fixed to the car.:)

Can I point out that a sheep would cause more damage than the suitcase, hooves and horns and all that flailing about
