Painting on plastic is very different to painting a metal body. As @Sean d said plastic expands and contracts more it also flexes even with slight pressure. A good body painter should understand all of this and use a different primer specifically made to ensure good adhesion to plastic (and there are several types of plastic used for bumpers) and a flexible clearcoat. If the wrong type of primer has been used the paint will delaminate from the plastic after a period and that could be the problem you are seeing.
It doesn't cost anything to ask and I agree with other who have suggested a polite conversation with the guy who did it for you. As you know him he may even be embarrassed that you now have a problem with it. Good luck.

@Grumpy, for my two penneth Have a word with the guy who painted it, you know him right? I would like to think he would offer to do it at a reduced cost at least seeing as it's not that long since he did it and your mileage will show how much use it's had. Another cost reduction could be R&R the rear bumper yourself and take it to him, which in turn means less space taken up in his shop so he could do it in between other jobs too.

This is a chemical reaction.. plastic needs proper preparation before painting and if the body shop don't agree to do it for free.. if this were my car I would be inclined to buy a secondhand bumper and get it painted before I put it on the car.. rear bumpers are cheap and in plentiful supply (I bought a minter for £30 to keep as a spare from a guy who was doing a Cobra kit conversion and wanted rid) regards Alan

Been a while since I started this thread but I have updates. I have been in touch with the firm that bought out the bodyshop where I had the Zed painted. They are called Alton Cars and appear to be a large national group. After a few emails with the customer service manager based in Bradford I took the car to there now Mansfield site to be inspected. Although they didn't do the work the guy that met me was very helpful. He said straight away there is a fault on the paint or process on the rear bumper. He then continued to go round the car.
He said "I hope your not going to be offended but this is a very poor job all round. It is extremely flat and there are sinkage marks on various panels all around the car"
Hes speaking with the owners tomorrow and giving me a ring. I didn't go in to question anything else on the car I'm just hoping they may honour the bumper. It is getting worse so fingers crossed!

Wonder if they will be as good with me. At the end of the day they don't have too. He said they have to honour the old firms work as they did all the main dealer stuff but he didn't k kw where they stood on retail customers.

Looking at the pics its clear to anyone with a bit of paint knowledge that your rear bumper is in a poor state of repair and its due to what has been done prior to applying the base coat..... before you said you had spoken to someone who did say that the car had been poorly prepped, I was going to say, have a good look at the front bumper, as the principles of painting the rear bumper apply to the front.....

it seems like you have just dropped on a poor spray centre, I think I would seriously be asking the fella what his views are about the "other parts of the car and what he thinks they can do to put it right" as you would have to assume that the car went into the spray booth and had one hit on the base coat and that the lacquer was applied whilst in the booth..... in other words I am thinking that if its such a poor job, you may well have the same issues happen on the front bumper....

Sorry to be the bearer of bad news but at times its far better to start afresh.... the idea of getting another bumper and prepping it up ready for spraying seems and feels to be an excellent idea, as looking at those pics it seems like the filler used has parted.... from the plastic.... which tells me that its been a bit of a bodge... again sorry, but with modern applications and products that should never happen....

I would think that using common "speak" that is used within the industry may just make the fella think you have/ know a bit more than you are making out..... and won't fob you off......

Thanks @sata. I will see what is said and then make a decision. My gut instinct is he will come back and offer work at a discount. What would be the going rate for a bumper re-paint? @Sean d? I'd had the same thoughts with regards to the front bumper Lyndon, a little concerning although as yet there is no evidence of it failing. He also mentioned about mopping the car to try and give it a lift. It had a quick flick over with @Antm72 polisher a couple of months back and to me it has dulled of again since then. Feel really disappointed, it takes a hell of a lot for me to get that sort of money together. Just shows you,do your homework!

Thank you! Thats an awful lot of money and it's an absolute shame that this has happened especially after paying that much for a respray. I've been quoted a grand for the full car and then a different company quoted me £400 for just the bonnet...

I want to get it done as cheaply as possible while still having an excellent end result.

Having read the post I'm also beginning to ask whether it's worth tampering with the paint that's on the car as it does look very nice as it is.

The purpose of my respray will be to get rid of the dent on my bonnet (the one I made) and also remove any little scratches on the car... Oh and there is some very very little surface rust that needs attention.

@hard top I'm paying 4500 right now. If I then put a claim in, when I'm getting insurance for the following year 'Have you had any claims in the past five years'... I'm sure they ask a question like that? God knows what my quote would end up being if I answered yes to that question
