That does look odd but that surface doesn't look perfectly flat either. Not uncommon as bushes wear. The car seems pretty low in those pics too.
If it's lower on one side then the camber will be increased on that side. You can measure ride heigh side to side by being on a perfectly flat surface and measuring using points on the chassis like the mounts for the rear beam on each side and see if there is a difference.

Something is really wrong there mate, having you been trying to drift? 
That looks just like Low Riders reached us, which was traced to a collapsed rear sub frame beam bush (and other associated tired rubber bushes).
Any ideas on what the previous accident was? Guessing it was "drifted" in to a kerb like Lee suggests.

someone drove down the side of the car no warning lights are coming on.
its the same on totally flat ground. its not lower on one side although the car is lowered.

It certainly looks way off on the near side 
It looks like something is possibly bent/failed at the back end, the wheel shouldn't be that lopsided. It is possible that the wheel could have been hit in the accident from your description, which would have force it forward.
Not sure how familiar you are with the rear subframe of the Z3, but if you look at the diagrams I made a while back it should give you an idea where it could have bent. On the third picture down, you will see the main beam and the swing arms.

No easy way to tell, as it's all tucked away underneath the car.

If you use a piece of wood 3x2 which is long enough to touch the top and bottom of the wheel and the wheel arch you can mark the end of the wood with a pencil then do the same on the other wheel.
This will give you an idea of the difference between the two cambers.
