Ready to get back on the road - Battery clamp down

After a forced 6 month break i am ready to get back behind the wheel. I recently for my Z3s battery to be dead so i took it out and charged it up. Upon refit, i noticed that the clamp to hold down the battery only had a small piece of rubber in the hole for the retaining bolt. Is this normal?
The bolt on the metal bracket screws down into a hole and this hole was bunged up with a round piece of rubber. Either this is normal or the previous owner lost the proper bolt and replaced with a smaller one and added the rubber to make it fit.

Anyone know?

On mine, the screw is quite sloppy fit in the hole in the boot floor and I tighten it just enough to hold the clamp in place. I have a larger battery that I sometimes use and there isn't a hole which lines up for that so I always use the smaller battery for the MOT test.
