Mine is a 2000 facelift and has the 2 plugs. I have a local BMW indie and even his code reader could not get anything form the round under the Bonett plug.

I think OBD2 (additional plug in car) came in around 1999/2000.:)

I think that maybe the problem there is no wire connection for number 17 but there is one on my other z3

1999 saw them start fitting obd2 sockets under the steering wheel in addition to the round under bonnet socket my December 1999 built car has both sockets. The 16 pin socket under the steering wheel only reads engine module diagnostics the round socket reads all modules.

I don't know mate that's what I'm trying to figure out or even if I need it, I've been trying to get a reading for 5 months now and it's doing my head in.

I just went and looked at my 2 zeds are both are different but both have 17

my pre facelift 98 1.9 is the same as yours Trevor but my 99 facelift 1.9 is different

Thanks for your time for looking, yeah I'm almost to the point someone has taken it out but I don't want to set my heart that it has been removed, or I trace the wire 17 on my z3 1.9 and replicate that to the z3 2.8 I just can't think of any other way, I've tried the bridge on 17 and 20 but nothing.

Pin 20 goes to a lot of the modules but pin 17 goes directly to pin 32 of the dme module this will be why your readers wont work the wire should be white with a violet tracer hope this helps in some way

Forgive me if this has already been said, but the 98 2.8 isn't OBD2 protocol so an ELM or similar will not be able to communicate with the car.
I failed with various code readers before moving to INPA for diagnostics

Thanks Steve I do believe you are right you can only read it with inpa but I'm going to add the wire 17 before I spend the money on the correct reader, I was going to do it today but snow and rain had better ideas, if it doesn't read after that I will except defeat :)

Ok I put the link wire in to the dme/ecu for port 17 unfortunately still no reading, so it looks like I'm going to have to invest in the inpa
