I would tend to think if something of that nature is a known issue it would be under a technical service bulletin. My similar issue was. But extracting that fact from a BMW dealer is not always straight-forward.
My understanding is that manufacturer recalls are usually things like cars liable to catch fire, seat-belts malfunctioning, airbags going off for no reason. As a general rule of thumb I would think if the issue would cause an MOT fail it will get a recall. And like an MOT there are different classes of manufacturer recall relating to drive-ability, ie don't drive the car you might die (I think they call it a stop drive recall) and get it fixed quick (a safety recall).
But all this stuff is probably more your knowledge area than mine Tony.
