That's DVSA's job. And it's on their website.
A serious safety defect is something:
- about the way the vehicle is designed or made that’s likely to cause injury or death
- that happens suddenly and without warning
- they can be found during routine maintenance and servicing
- you’re warned about them by warning lights, noticeable changes in handling and unusual noises
- they’re caused by you misusing the vehicle, for example overloading your vehicle causing a tyre failure.
I don't think that relates to Manufactures recall. If it were me I would contact BMW and ask if there is a "known" issue with the screen doing what it is doing. That is included in "Happens suddenly and without warning" in my humble opinion as it is most likely to distract the driver.

I would tend to think if something of that nature is a known issue it would be under a technical service bulletin. My similar issue was. But extracting that fact from a BMW dealer is not always straight-forward.
My understanding is that manufacturer recalls are usually things like cars liable to catch fire, seat-belts malfunctioning, airbags going off for no reason. As a general rule of thumb I would think if the issue would cause an MOT fail it will get a recall. And like an MOT there are different classes of manufacturer recall relating to drive-ability, ie don't drive the car you might die (I think they call it a stop drive recall) and get it fixed quick (a safety recall).
But all this stuff is probably more your knowledge area than mine Tony.
