A lot of the time its not speed that kills its either the Driver or the Driver of another vehicle. As a lot on here know i am not a miss daisy driver and do like to use my right foot when i feel it is safe to do so, the speeding factor has never tried to kill me on the other hand the driver of other vehicles have tried to kill me and not all of them are speeding, they are just plain STUPID
 
I have absolute regard for the law. But I do not support the pathetic targeting of speeding and parking offences just because they're so easy to enforce.

I do 30k miles a year and it's unusual to see someone driving so fast these days as to think it endangers anyone.

But everyday I see someone who commits another offence which is much more likely to result in an accident. Pulling out suddenly, hogging the middle lane, no lane discipline, red light jumping and road rage. I see that all the time. It goes unpunished unless a cop car happens to be around and even then...

Means testing? Outrageous. Someone on £25k would struggle to pay £72 let alone £720. And why should anyone pay more just because they earn more. Tin of beans sir? How much do you earn? £60k? Hmmm. I reckon you could afford £3.25. But they're only 25p if you're on minimum wage despite the fact you sir, are propping up UK finances with your very generous 40% taxation.
 
It isn't speed that causes accidents, it's the driver. Everyday you hear of motorways closed or badly affected due to accidents. The majority of those are caused by bad driving. 95% of the time it will be caused by drivers driving too fast for the prevailing traffic and weather conditions.
It's about time that drivers who are clearly at fault were made to pay some or all the costs of the clear up afterwards. Never mind the consequential cost of all the delays caused by everyone else. Simply bankrupt a few people who deliberately cause mayhem rather than how much can you afford to pay sir/miss?

On Friday I had a woman overtake me and half a dozen other cars and trucks as we were leaving a traffic island on a single carriageway with a big truck coming at her the other way. Everyone had to brake! Less than half a second and twenty feet from a major RTC. There is a stretch of dual carriageway 1/4 away! Ten miles down the road I had she was 4 seconds in front of me. It's drivers like this that need to be targeted before they become a statistic.
You see this kind of inconsiderate dangerous driving every day.
Yes - The speed limits have to be upheld but the policing priories are wrong.

And to take advantage of rule 1a. Drive to the circumstances, location and conditions. Failure to do so invokes rule 1. It isn't hard is it?
 
I don't understand why the max fine for speeding on a motorway is £2500 whilst the max for speeding elsewhere is far lower (£1000).

The rule 1a is very true, drive according to the conditions, with plenty of quality observation and hazard perception, in a well maintained car and all should be well.
