When I moved here I had a licence from a British Territory but couldn't just exchange it for a Uk one and had to do all the tests. There was a list of countries that could exchange their licence directly and one of them was South Korea. I have spent a lot of time working in Korea and can say without question that they should never be allowed on the road without a test.
That's half the problem now. People from overseas who can drive for a minimum of 12 months on their foreign licences before they need to apply for a UK licence. People from EU countries can drive forever on their licence without taking any test whatsoever.

'Potential Hazards' and 'Developing Hazards'. Lots of things have potential and I found out to my cost on my practice runs that it's not these that they're after. Example; a car slowly pulling up to a stop at a junction to turn into the main road that you're on is a potential whereas a car speeding up to said junction is a developing hazard as it presents a greater risk.
And that’s where it breaks down... Treat every driver pulling up to a junction as ****ing stupid and a real hazard you’ll be ok :whistle:
The number of drivers that simply don’t stop or even pull out without looking. Suppose the rule set is a starting point. Other skills like knowing you’ve got eye contact develop over time.
The problem is that most learners will believe they are 100% knowledgeable because they have a certificate. They passed a test. They don’t need to learn any more.....
