Without knowing how your aftermarket lights are supposed to work, it's hard to say.

With it having a HID kit, it could well be that the fan ( in the light kits) keeps running to cool them before they turn off?
These kits are far more trouble than they’re worth!

It could be that the lights are coded differently for the market the car was made for? Different markets have many different requirements and 'functions'.
