I found it strange the switches not being illuminated and not located to hand.

Uk mot rules for rear fog is offside or central.
Tje reason a lot of cars that have the lamp position for 2 but still only have 1 is because is you have 2 and the offside blows leaving only the nearside could give a false impression of a vehicles road position on a foggy night that is deemed more dangerous than only having an offside and it failing leaving none working.

Its an easy manufacture for LHD and RHD markets. Just put in one bulb as appropriate.
