You are not mixing it up with the main light switch which has a bulb for the legend underneath?

You are right. The second switch is for the rear fog light which is on one side only.The original owner of my car told me the foglamps didn't work. Turns out he didn't know where the switch was. From the driver's seat the switch is completely hidden, at least from my driving positon.
Also, my US-spec 2000 has only one switch, for the front fogs. I assume the other is for a rear fog? Does the rear illuminate only one side, or both for the fogs?
They are on both sides on mine but that may not apply to all. The offside is the legal requirement.You are right. The second switch is for the rear fog light which is on one side only.
