AC Recirculation Door

I have a 96 z3 that the Fresh Air light comes on but the door doesn’t close.
Any thoughts? Is this a relay, actuator issue ?

It’s the recirculation/fresh air door button just below the AC button. It lights up as does the AC button but the door doesn’t close
