And there are other problems too. If the car sat out on the street, it would have to have tags which means it would have to be registered. To be registered, you must first pay for insurance. If it sat on the street without being moved for a few months, it might be considered abandoned, even though it was currently registered and insured. Many of these laws were legislated through the prompting of insurance companies and local municipalities to keep too many unused cars from sitting around on the streets so the area can keep a 'cleaner' appearance.
