Firstly, it is possible to restretch leather. Naturally it depends on the state it is in. Using Isopropyl alcohol mixed 50/50 with water soak the leather, within a relatively short period of time it should become pliable. You need to take your time and be patience and have a go in several stages, each time clamping the leather in the stretched state until it dries. Do not go mad and try and stretch it a silly amount, a little at a time, as I said you need to take your time. Alcohol, I use 99% lab grade, is a natural agent for stretching leather. On it's own it evaporates too quickly, water at 50% mix stops that flash off.
Great stuff for general use, stretching a tight spot on a shoe, general disinfectant, cleaning electrical equipment (with power off!) in fact 1001 uses. Sanitiser is around 70% alcohol with other ingedients added to stop it flashing off too quickly or the bugs don't get kiĺled.
Secondly, glue. Don't waste your time with Evo Stik or the like. As dashboard plastics have a degree of plasticising (can't spell it) agents in them you need a glue that will cope with that. Additionally high interior temps such as the week gone with cause normal glues to break down with the heat. You therefore need a high temp glue. A recommendation is Adco Reactacure PVC or A26 adhesive, both available from Glues Direct, the mail order side of Adco adhesives.
