Degrease it then clean with wire wool. If it still looks rough, degrease it again and spray it the colour of your choice.

Take it off, degrease it, rub it down and paint it.

You could have it bead blasted and then either clear lacquered or colour painted. You can use either Matt, silk/satin or gloss finish.

Just a thought - Oil is essentially a chemical concoction nowadays. Would you have to choose the paint type carefully so it doesn't get attacked if oil gets on it?

I have, honestly no idea about that Ian, but I've not seen any paint issues on cars where oil and paint come together.

If your going to take it off, you could polish it to a chrome finish, then lacuer it. It would look awesome.

The other finish you might apply would be crinkle black paint and polish the raised ribs.

ummm i dont want to state the obvious but surely the best option here is to remove it and replace the whole engine with an inline 6. there problem solved.
on a more serious note, what ever you do DO NOT remove it and sand blast it, this might sound obvious but i have seen people do this. i think the funniest was a chap brought around a bike frame he had blasted to a place i once worked to have it powder coated, this said frame came from a bike that used part of its frame as the sump, the result - you can imagine.
