What are these??

I found these in the boot of my car from the previous owner

In a febi bag labelled "rubber repair kit", there are 9 of them - assuming they are in the right bag

My question is: What are they repairing?
If they are not in the right bag. What are they for?

Another member mentioned they could be for the tonneau cover Tanax clips, but having found another 9 of them, on top of the 2 I found before, it feels like they have an additional use, surely !

They are the rubber seals for the bolts that hold the rocker cover on
