At least he has a light on! They don't all have that round here! 
These are a massive issue and need to be banned. Had a rider in an electric bike zoom so close to me that I feared for my safety and he was easily doing 30mph! On the pavement!
Agreed, but privately owned ones are already illegal and there seems little interest in enforcement.

For any of you who know this area in Central Florida, in Spring last year we were heading south toward Kissimmee on Imternational Drive South, approaching Gaylord Palms when we came across a guy in a business suit riding an electric scooter presumably on his way to work Only in America? Well, maybe not . I saw one on the A156 to Gainsborough a couple of years ago.
