Surging Engine

I have a continuing problem I hope I can get some help with.
My 1997 Z3 surges when the engine is hot and I'm going down hill. Up hill it doesn't happen. But when I'm going downhill and I'm in gear or in neutral coasting the engine will surge and I have to step hard on the accelerator to kick the throttle down. I've changed the PCV valve, and replaced some cracked vacuum hoses. What else should I be looking at?

what do you mean by this? throttle sticking, or kickdown on the auto box?

It's a 5 speed with a 1.9 L engine.
When I say kick down the throttle that's a

Common term in the US meaning that I have to stamp very hard on the accelerator to get the revs down.
