Stiff accelerator pedal, not throttle cable.

Hi guys, so after months and months of work I finally have my 2.8 on the road and I'm working through the little issues it has. First thing, the stiff accelerator pedal.

After reading on the forum I went with changing the throttle cable, which wasn't as smooth as it could be, but didn't solve the issue. Today I have removed the throttle body and in all honesty it didn't look too dirty at all. The issue is though, this is where the resistance is coming from. So on the side where the throttle cable connects to the the throttle body and where the spring is it's quite hard to turn. In the picture below, if I turn it from the red arrow it's difficult to move, if I move it from the green arrow it's nice and easy. Suppose the question is, how hard is it for other people to move their throttle body and what's acceptable?

Isn't the lever (green arrow) connected to the cruise control sysyem? Do both levers actually open the throttle butterfly?

That would say to me its as it should be then. Is the C/C cable still connected?

Thinking about It, it could be for the kickdown cable for an Auto. Is the car an Auto?
If you turn either lever does one leave the other in place where one turns both?

No it's a manual but yes, if I turn from the green part it turn on it's own, if I turn from the red it's turn both,if that makes sense?

Yes, so the red one is the main throttle and it "drags" the kick down cable with it. Seems strange that the throttle body itself should get tight. If you can get a used on to compare it would help.

That's what I'm thinking because I don't know what's acceptable. I'll maybe see if there's a breakers near me with one.

One from a 3 or 5 series with that engine should do.
