Seat belt

Recently acquired through this forum is this seat belt.
Can anyone tell me why the bar at the back always

engages with the sprockets and prevents me pulling the belt out?

It's simply because it isn't at the correct angle. If you bolt it onto the mounting on the car body you'll find it will pull out.
If all of the webbing is coiled onto the reel you have to pull it very slowly. Once you get some of the webbing unreeled it will pull out OK.
