Now I'm a ( lets sound posh :whistle: ) Vehicle Technician / Mot Tester to trade so i do not profess to know any of the Health and safety rules around erecting scaffolding over a pavement to edge of roadside but surely this cant be right 🤔🤔🤔

HSE would have a field day if they saw that.
I doubt it was erected by a scaffolder,its looks like the builder using a system scaffold he had in the yard.
Its a fixed minimum width so can not be altered,a scaffold company would have used tube and fittings.
If I recall correctly scaffolders were one of the first construction trades needing certification back in the 80's

It'll stay up there long after the job has completed, won't come down until they have another job lined up.
