Rubber cap on rear shock top mount

Morning folks,

I am fitting some new rear shocks and they don't have the same concave washer bolted to the top mount that this rubber cap seals around.

What is the purpose of this cap and washer? Do I need to transfer them from the old shocks or can they be left off?

I suppose the round rubber cap stops the carpet rubbing through on the pointy top of the shock absorber when the roof is folded back bouncing on the shelf.
