First check the rear parcel shelf is in the fully down position by checking the two turn knobs at each side of the boot, if its not fully down it will not operate the micro switch in the centre of the boot bulkhead. The switch is operated by a peg in the centre of the shelf that operates on the switch. It is also not unknown for the switch to fall apart and stop working. You can test the operation of the switch with a voltmeter and jump the switch by connecting the wires together to see if that allows the roof to operate.
Good explanation of how it operates here https://www.caymanautos.co.uk/bmw-z...Reasons_not_to_locate_the_Hydraulic_Roof_Pump

Sorry thought you had E85 Z4 that has the parcel shelf knobs in the boot. What year is your car, the motor is under the boot floor looking at your photo. Not sure where any of the micro switches are on these. No doubt someone will be along to answer soon.
Just noticed you list yours as a 2.8 Z3 in your ID are we looking at a Z3 or Z4?
Plugging in diagnostics that will read the roof module should tell you whats not working, BMW Scanner 1.4 should read the module ok also BMW INPA.

Z4 E89 Motor under boot floor left hand side have to pull the carpet out to find the container it lives in
Still suspect a dodgy microswitch may be your problem and thre are quite a few of them see here

Plugging in diagnostics to read the roof module would be my first check to see if any fault codes have been set which may well point to what is wrong. If you were near and not in lockdown I would have offerred to scan it with BMW Scanner 1.4 for you. A visit to a Dealer will hurt your wallet. Number5 on here, Alan in Bristol is an expert on E85 roof problems, not sure if he sorts E89 versions he may chip in when he sees this post.

Just a quick google and found this firm that sells motors circa £500 for the part!!!!!!
