Are the rear wings identical pre\post facelift? I know for sure they are not welded but just bolted to car body, so seems most effective way to address rust issue on my passenger side rear wing is to just replace with one in original paint. There is one in titan silver on ebay, but from 07 plate, but mine is 04. Would it fit at all?

No, 04 isn't facelift for sure. It has been updated in 2006 https://en.wikipedia.org/wiki/BMW_Z4_(E85)#2006_update

Knowledge is worth it's weight in gold mate. I will be sorting out the 3rd brake light decals soon now I'm home.
