Not a place i'd have tried to drive on the best of days ....
Looks drivable if you take it slow.
They take tractors down that path to the slipway to launch and recover boats. Perhaps he was worried about scraping his Zed along the wall. Wonder if he was driving down the path or reversing back up it?
If you ever take the Penzance to Paddington train you will have travelled on that railway line. You may remember the storm around 10yrs ago when the sea washed away a large section of the railway line subsoil structure. This was a few miles away at Dawlish.
