Obd not connecting

My 16 pin obd on the passenger side won’t connect to a scanner. The scanner powers on but it won’t connect to the car. I bought an adapter hoping the 20 pin would connect but that has the same response as the 16 pin. Turns on but has a connection error. I tried this scanner on another car and it works fine and I’ve used this scanner on my car before with no problems. I don’t see a fuse in the fuse box that has to do with the obd so I have no idea what to check. I’ve read online about fuse 26 and my fuse 26 keeps blowing but it says that is for reverse lights and automatic transmission. I’ve posted on several forums about my no start issue but have not gotten any real responses. I got an INPA cable and the program but obviously can’t connect it.
Everything happened after swapping the interior with the battery off for awhile.

Try spraying some switch cleaner onto the 20 pin socket. this worked with mine.

Often need to use an electrical contact cleaner spray on these. They spend so long without any contact and get eroded.

Both the ones in the car and under the hood. Don’t work. I can almost guarantee that’s not the problem. My car is a manual swap that still has the automatic dme. I accidentally threw out the range selector switch and I think that may be why the car stopped starting. I also think I’m the process of trying to get it started I might’ve gotten out of sync with the EWS. I made a jumper wire for the neutral safety switch and it cranks now. I also made a jumper wire for the reverse lights since the range selector switch also controlled that but I am still blowing fuses.

So I was playing with the multimeter (don’t know anything about electricity or diagnosing this problem) and I was getting 12v at the power end of fuse 26 that is blowing. I was getting low voltage (.225 V) on the reverse pin of the range selector switch. I was getting 12V on pin 16 of the 16 pin obd. I was getting .225V on pin 16 of the 20 pin port under the hood. I was getting some low voltage (8V, 9V and 10V) in some of the other pins. And 12V in only 2 of them. Dsc switch isn’t getting any power. What does any of this mean? What should I look for next?

I’m not really sure if I could post an image just by attaching a file so I just did a link instead. These are the 5 plugs that I left unplugged from the interior. Range selector switch, obc, dsc, and I’m pretty sure the purple one is the A/M button for the shifter. I don’t know what the fifth one is

I read something about checking out splice x1168. Does anyone know where that is? I can’t seem to find it.
