Obd 2 connects to phone but not ecu

My phone connects to the obd scanner just fine but the obd scanner doesn’t appear to be connecting to the ecu - I have an august 1999 bmw z3 1.9i from UK

First, is the "app" you are using on your phone actually compatible with the Z3?
Secondly is it plugged in correctly to the OBD port?
The under-dash OBD port will only give you engine (for emission purposes) information. For all the other systems, you will need to plug into the under-bonnet port. (With a special adaptor). And provided your app is compatible with the Z3.

The Engine DME on all Z3's are OBD2 compliant.

Make sure that the top is on the 20 pin (pacman) diagnostic port under the bonnet/hood. If the top is not on, then the OBD2 port will not connect.

I used the one under the steering wheel and it said cannot connect to ecu
