I'm sure it will, but it won't be done in 5 years as M. Macron has claimed. At least, not of they want it done properly. York Minster suffered a roof fire in the 1980s and they've only just finished the restoration. Proper stone masonry isn't quick to do.

We’re always getting people touting for quick and cheap roof repairs. Maybe Macron has done a deal with one of them!

Yes I bet the church didnt want to fund a full refurb prior to the fire, maybe because most old churches need it too. Probably part funded some renovations. Maybe they are saving up to pay out compensation to all the children they have abused over the centuries. Which they admit they have done and continue to do. Disgrace.

They are responsible for its upkeep and get to use it for free. So, in respect of the damage I would expect the church to be responsible and have to return it to the condition in which it was given to them to use.
Ownership by the government doesn’t make them responsible for it directly or indirectly. However as the state gets massive income from tourism they benefit from the attraction am sure the government wants it repaired as soon as possible.
