Need help identifying part

Howdy! 1998 Z3 1.9. Getting a loud buzzing noise from a black, electrical doo-dad attached to the top of my engine. Buzzes once I turn the key to accessory and continues buzzing for 20 seconds after the key is taking back out. Looking to replace it, but I can't find what it is and I don't know enough about BMW engines to even guess (but I am mechanically capable). Part number is 3-284-010-237. I can only find one thing on the interwebs that labeled it as a "idler control valve" but the part number doesn't pull anything up on a couple of parts places where I've search by the part number and/or description. Can anyone help me identify the part? Thanks much!

Part is the Idle Regulator Valve - my number not showing up because not BMW part.
