Handbrake woes

A couple of weeks ago, had driven to a place in the morning and on return, dropped the roof and pulled out of the car park to a loud scraping noise from the rear, no option but to drive for a while before stopping and looking through the rear wheel saw the disc looking like a badly ploughed field.
At home after stripping down (the rear brakes, not me), I found the offside outer discpad with no material on it, metal to metal with the disc, the inner one (with the wear sensor) had about 3/4s of its original material left and the nearside had 2 perfect pads again only 1/4 worn.
Found the caliper with a slight 'notch' where the 't' of the pad sits and came to the conclusion that this caused the pad/caliper to jam and therefore cause the outer pad to wear away.??
The MOT was in February about 1500 miles ago and there was no brake fault then, so must have happen recently.
As replacing all discs/pads and calipers was called for got new handbrake shoes as well.
All cleaning and refitting of parts done including new flexy hoses footbrake works perfect no issues, the handbrake however is a right pain the @rrs, followed the instructions in the very expensive Bentley manual for adjusting the handbrake, adjusting the little screwed fitting till wheel stopped then unwind 18 clicks with the cables slack, then 6 clicks and tighten till wheel just moves.
When all done with the brake on the car just rolled down the drive with no restriction, yes new drum and new shoes need to 'bed in' so drove slowly just applying the handbrake to do this then tried adjusting again, still no better, so resorted to adjusting with less clicks to the lever, down to 2 clicks and the wheel turns very freely when brake off but needs 8 or 9 clicks to stop the car rolling down a 5 degree slope (my drive) and even then a bit of a push will make it move.
Hasn't stopped use of car as I always leave in gear when parked but obviously it's an MOT failure so need to sort it out.
Have checked cables for movement/adjustment/stretch as best as I can and all seems to be okay.
Sorry this goes on forever but not sure what to do next and thought someone out there might have an idea where this is failing, so guys and girls an ideas??

Kinda hard to diagnose these things remotely, but I've got nothing else to do just now, so here goes. And please forgive me if I'm stating the entirely bl**din' obvious.
Check everything went back together properly, undo the adjusters under the hand-brake lever boot inside the car, tighten the adjusters in the drums till they won't go any further, (don't have to be super tight, but enough to be sure you've gone as far as they'll go) slacken off till the wheel turns freely, (ignore any unwinding 18 clicks malarkey, that sounds way too much), and then re-adjust the cables inside the car till the brakes just start to rub, having somene to help is (ahem) helpful so one can turn and the other adjust. That may sort it. Or it may not.:whistle:
If someone in the past has tried to adjust the hand-brake using the adjusters in the car then that may be enough to mess things up, the mechanism inside the rear drums depends on working through the right angles to work properly.

Thanks guys, did double check the mechanism inside the drum to make sure I had assembled correctly, but someone has 'fiddled' with the adjusters on the brake lever by putting spacers on the long threads, as far as I can tell all they do is save winding the nuts for the entire length of the thread.
Did resort to the adjust it till it hurts method and can lock the wheel by adjustment easily, but it is hard to know if that would hold it if it was on all four wheels. Wtll have another fiddle if it stops raining.
