What has a clown got to do with Halloween? Weren't like that when I were a lad.:rolleyes:
And as for the house covered in Halloween decorations, I guess a "character" lives there. Or tw@, as the case may be.:whistle:
The clown is a reference to horror films. Try googling Pennywise and the film It.

I hate horror films. But it seems to have entered popular culture.

Which is a shame as it tends to give all clowns a bad name. And I like clowns/circuses/musical hall tradition. Mind you some kids (& adults) find any clown scary - coulrophobia.
 
One of the houses near me even had the house-holders appearing suddenly in smoke filled living rooms with stage lights. In scary costume of course. Mind you the kids were lapping it up and not remotely scared. But if Mooky the friendly clown from the Blackpool Tower circus had walked down the street I expect they would have run a mile.
