The tank has to be "vented" at some point other wise the tank will create a vacuum and make fuel delivery almost impossible.
Back in the day Chrylser brought out a locking filler cap due to the national pastime of roaming late at night syphoning fuel from unprotected cars.
What happed was they produced a "non-venting" locking cap for a none venting tank. OOPS! Where I worked a guy who worker for the old YEB came in extolling the virtues of his miserly 1725cc Hunter, saying it had lots of miles and he had only managed to get 1 gallon in at fill up.
On closer examination on a ramp we found out why. The tank had been sucked flat by the mechanical fuel pump dragging fuel up to the single Stromberg carb. The reason was he had fitted anew locking cap, from our spares dept.
