So is the sidelight requirement now in the headlights?

It can be either, Anthony. There is no regulated position for "position" lights as the MOT refers to "sidelights". They simply have to be "roughly" the same distance in from the sides of the vehicle and roughly the same height. You can mount them, within reason, anywhere on the front of the car.
