According to the troubleshooting manual, I should be getting 12 volts at pins 13, 2, and 33 on the ASC module (circled area). I don't have it. I've tested the relay, and all tests check out. I've verified power everywhere else (yellow lines). What else would keep these lines from getting power?

There are a couple of bad solders in the module that are prone to breaking I believe

Pin 13 from the slip control module is a switched earth. So you will not get any +12 V signal on it.

Pins 2 and 33 on the slip control module become live when either:
- The ABS relay (K10) is energised
- Pin 44 of the slip control module becomes live (through across page connection B)

So in the normal state, pin 13, 2, 33 should all be a negative 12V signal as they are earthed through pins 8 and 5 of the ABS relay (K10)

Hope this helps

Turns out that was the problem with how I was testing. I've since learned that the ASC module I put in needs to be coded which may be the source of the problem I'm trying to solve. Hopefully will get that done soon.

Someone before me replaced the ASC module and said it didn't help. I do know that the shop doing the work wasn't a BMW shop, so there is a good chance they didn't know about the coding. I have no way to know. I do know that the module they put in had obvious signs of water damage. To eliminate that as a problem, I just got another module off Ebay and installed it. Going to get the replacement ASC module coded first and then see, if I'm still having an issue.

Coding takes about 5 minutes if you have a replacement would not be expensive to code
