Hi guys looking to bounce this problem out there see what ideas people have @t-tony , @Lee you guys input would be appreciated

So @Scooblitz Stevie was down at mine and after getting him to mix up some cement to help me get my driveway supporting wall built
then on to his zed for a couple of the more priority parts to be fitted.
So first job was the 2 rear springs as Stevie's zed had a bit of super low rear suspension .
The lowering springs fitted were really low ( or had sagged) anyway that went fine and 2 new eibach springs in and the rear a lot nicer .
So next on the list is where the issue began.
Since Stevie bought this when he drives it constantly even when cold the viscous cooling fan sounds like its locked on ( sounds like an old Ford cortina or the likes ) so stevie bought a new viscous unit and new fan blades so removed the old one and fitted the new bits .
Still sounds the same like the engine is hot and the viscous unit has locked up and not freewheeling like it should be unless engine hot so when you rev it you got the whoosh noise from the fan .
Any suggestions welcome.
