98 2.8L Intake Temp Sensor issue

I just got a 1998 Z3 2.8L that was owned by a friend that just passed. Over the past few years, he upgraded many components on the car for enjoying at the track. The car has sat outside for 18 months so I've been working through several issues identified by the DTC. The error code I'm working on know is the P0111, Intake air temp sensor. I purchased a new one and replaced it, but the error code is still there. The Creator c501 said there was no temperature signal seen. I pulled the new sensor and ohmed it out at close to 7k which is with in normal, I think. The old sensor I took out was the same. I then checked the connector going to the sensor. One pin was 4v which I think is right and the other pin should be ground but was 12.3v? what the??? any ideas on what's going on here? Did my friend connect the wrong plug to the sensor? Is it possible that wire is picking up hot from some wire fray? There were some mice to chase out of the car.
