Spotted 2 today on my travels. 1st one Silver Z3 1.9 zipped passed me so fast I could not get my phone out. 2nd one Z3 black(a bit dusty) probably 1.9. Still on steel wheels for winter tyres ( compulsory here). We had snow again yesterday and was -1c this morning.

I forgot to say the silver Zed had a silver hardtop too.

When I lived in West Germany in the 1980s, we didn't use winter tyres. Is the compulsory thing more recent legislation?

Yes, it's not soo ridgidly enforced, but if you cause an accident or hinder traffic it could get sticky. Plus the car insurance company will not pay up. But in saying that it's soo much better to drive in winter with them on. Most people put them on, and is accepted as normal to sell with a set.
I have just put on all weather tyres on my passat, which is a compromise but works for me. And tyres are cheap here.
